Another Year: Anti-Asian Racism Across Canada
Two Years into the Covid-19 Pandemic

Released by the Chinese Canadian National Council Toronto Chapter (CCNCTO) and Project 1907 in 2022, the report shows a continued and concerning rise in anti-Asian racism and xenophobia across Canada. A total of 943 reports of racist incidents were reported across the country, representing a 32 percent increase compared to 2020. In 2021 there was a notable increase in reports by women, South Asian and Southeast Asian people, and children and adolescents. Violent attacks were also a continued trend, with reports of being coughed at or spat on increasing by 42 percent.

The Data

  • A total of 943 reports were received through online platforms in 2021, representing a 32% increase in reports compared to 2020. Reports were submitted in every province and territory across the country. 

  • Women continue to submit the majority of incidents, making up nearly two-thirds of reports. The number of incidents reported by women and people of marginalized genders have all increased compared to 2020.

  • Reports by South Asian and Southeast Asian people increased dramatically compared to 2020, by 318% and 121%, respectively.

  • Reports by children and adolescents (18 years and under) increased
    by 286% compared to 2020. Reports by young adults (ages 19 to 35) also increased by 43%.

  • Reports of assault (being coughed at/spat on) increased
    by 42% in 2021 compared to 2020.

  • Reports of online hate and racism increased by 132% compared to 2020. The highest number of reported incidents continue to occur in public spaces (48%).

  • New offender/perpetrator profile analysis this year finds that nearly 75% of submitted incidents report offenders/perpetrators
    as men and white.

Calls to Action

Reporting feedback indicates a desire for policy reform, demonstrating a recognition
that incidents cannot be dealt with on an individual, or case by case basis. This serves as important community insight on calls to action, including the need to hold governments and institutions accountable for systemic legislative change.

Report recommendations include:

  • Calling on governments, funding agencies, and corporate sponsors with access to financial resources to invest ongoing,
    multi-year, sustainable funding and resources to Asian community-based organizations;

  • The creation of anti-racism programs and training that are culturally specific, linguistically accessible, and trauma informed;

  • Funding of programs that address systematic violence toward Asian women, and increase the representation of Asian women
    in decision making processes;

  • The development of training/fellowship programs and develop pathways to bring more Asian women into politics;

  • For policymakers to recognize the full breadth of settler Asian identities and ensure meaningful and equitable participation
    by a wide range of diasporic Asian leaders in consultations on issues of anti-Asian racism;

  • For allies who work alongside Asian women leaders to centre the needs, voices, experiences, wisdom, and resilience of Asian women;

  • And for Asian communities to support the National Council of Canadian Muslims in their continued efforts to pass Ontario Bill 86,
    the Our London Family Act, a crucial initial step towards ensuring the stymieing of racism and hatred against marginalized communities.

  • 为解决针对亚裔女性的系统性暴力的项目提供资金,并增加亚裔女性在决策过程中的代表性;

  • 决策者应认识到亚裔移民身份的广泛性,并确保广泛的亚裔领袖移民在反亚裔种族主义议题的磋商中能够实现有意义的、公平的参与;

  • 呼吁支持亚裔女性领袖的盟友们,聚焦亚裔女性的需求、声音、经历、智慧和韧性;
